Canada’s Express Entry Immigration System

Amidst the news about the suspension of Canada’s Temporary Foreign Worker (TFW) program due to the series of allegations about the program being abused which brought different reactions from foreign workers.  While TWF is under intense scrutiny at the moment, Canada’s Citizenship and Immigration Minister Chris Alexander announced the launch of Express Entry in January 2015, a new measure in key economic immigration programs to prepare for Canada’s new active recruitment model.

According to Minister Chris Alexander, the Canadian Government is moving along with it’s plan to bring a faster, fairer and more flexible system to potential skilled immigrants through the Express Entry System.

Express Entry that is formerly known as “Expression of Interest” will allow greater flexibility and better responsiveness to deal with regional labour shortages, and help fill open jobs for which there are no available Canadian workers.  Unlike the TFW program that is used to fill temporary labour and skill shortages, Express Entry allows the government to select the best candidates who are most likely to succeed in Canada from those candidates who receive a valid job offer or nomination under the Provincial Nominee Program (PNP).  This means that under the new system, applications will no longer be judged exclusively on a first come first serve basis.

Qualified applicants who put in an application through any of Canada’s   four key economic streams: the Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP), Canadian Experience Class (CEC), and a portion of the Provincial Nominee Program (PNP) will be given priority.  Since the government of Canada will no longer be obligated to process applications in the order they were received, Minister Chris Alexander announced that applicants can expect faster processing times of six months or less when invited to come to Canada.

As of this date, CIC has not announced the details of the program yet, but with how the program is described you would know that the first stage of this program is the expression of interest of the prospective immigrant to come to Canada.  The applicant will for sure need to meet the criteria to qualify.

Those applicants with skills that match with the labour needs (identified by the provinces and territories and/ or employers) will be entered in the pool of applicants.

With Express Entry, Canada will be able to select the best candidates who are most likely to achieve success in Canada, rather than the first person in line. The candidate will then be given an “invitation to apply for permanent residence”.

To this end, Minister Chris Alexander has also announced that over the course of Spring 2014, CIC will work with provincial and territorial governments to hold a series of cross-Canada information sessions to provide employers with more information about this exciting new system.
